north korea's next military move. and president obama's remark about kamala harris? "mornings on 2" begins right now. well, good morning. welcome to "mornings on 2." >> i'm tori campbell. a lot to tell you about. we're starting with overnight news. a triple shooting, happened in a usually quiet bay area neighbor. one man is dead. two women were wounded in gunfire in antioch. tara moriarty has been out there since 4:30 morning, pulling together the latest information. >> reporter: right now we don't know what motivated this man to shoot the two women in the house behind me here. but neighbors say there was a restraining order against the shooter. now, neighbors tell us that he was the ex-boyfriend of a daughter who lived here on the

2500 block of yorkshire drive. police say he shot the two women, then killed himself. it all unfolded about 20 minutes to 11:00 last night. the victims were airlifted to the hospital suffering nonlife- threatening wounds. >> i was on my way out, my girlfriend and i, and we saw this and i said what is this? and then to hear about somebody, you know, being shot, it -- it is devastating. >> reporter: police are identifying the man who took his own life as 22-year-old jimmy bills. witnesses say there were three or children in the house at the time of the shoots. now we have been checking in with investigators to see if there's any new updates. so far we've not been able to speak with investigators. we'll try to speak to other neighbors to see if they saw

anything like this coming. tara moriarty, ktvu channel 2 news. investigators believe a woman who had been reported missing and was later found dead in santa cruz county was not the victim of play. wendy rivas was found in bow low mund. she was reported missing last wednesday and apparently fell down a steep hillside. the coroner is waiting for toxicology reports to come in. big problems are causing concerns on the bay bridge. and caltrans will update the problem and brine flores has a -- brian flores has more. >> reporter: caltrans has maintained all along that this faulty bolt issue would not affect the opening of the bay bridge on labor day weekend. they are keeping up with that

promise so far. this morning at 9:30, caltrans will brief officials with the metropolitan transportation commission about the latest updates on the faulty bolts discovered on the bridge, in which engineers discovered 31 bolts snapped when they were installed. tests later determined that the bolts contained hydrogen and the cost to replace the bolts would be about a million dollars. but this morning, the san francisco chronicle reports reports that a second batch of bolts that were made stronger than the previous ones and from the same company were sent over and recently installed. it's also being reported so far, the bolts are holding into place. an agency spokesperson said at this point, it may be too early to tell if this is a permanent solution but so far it's looking promising. officials still want to know what happened to the older faulty bolts. as we take you back out here live, we're expected to hear more from that meeting this morning at 9:30. we also have calls into

caltrans as well as bridge officials to get any updates. so far we have yet to hear back. brian flores, ktvu channel 2 news. we're following new developments from north korea. the obama administration says north korea may test-fire missiles at any time. it's based on the most recent information they have in. it shows north korea has more than likely confished all of the preparations -- finished all of the preparations needed for the launch. it's not known when north korea will file the missile but where. if it's over water, there are no plans to intercept it. if it's fired over land, interceptions could be us used -- could be used. south korea says north korean government agents are blamed for a cyber attack that happened last month. about 32,000 computers and serving at south korean banks

were affected. investigators believe six computers in north korea were used to get access to south korean servers using more than a thousand ipy. addresses -- ip addresses from overseas. president obama is expected to speak about his 2014 budget in the rose garden of the white house. this is new video of the boxes of the president's plan being delivered to the house of representatives this morning. coming up at 7:15, our washington, d.c. newsroom gives us a breakdown of the proposals including why some democrats are so strongly opposed to it. analysts are saying president obama's best-looking remark about kamala harris may actually help her career. but this is no the first time people have talked about her gender and appearance. throughout her career she's taking on big banks, traffickers, and gay marriage

opponents. experts say it's only a matter of time before she runs for governor, attorney general and maybe the first female president. virginia governor and utah governor will make stops in orange county and silicon valley and say businesses should leave california to avoid high tax, red tape and roller coaster state finances. texas governor rick perry also spent time in california earlier this year trying to attract businesses to his state. 7:07. we have some new information now. it's about that badly burned body that san jose firefighters found while they were putting out flames on the freeway onramp. christien kafton has been on this story since 4:30 in san jose. you are back now. what did they find that may help the investigation. >> reporter: well, that's actually the key information. it's actually what we found out. we were reporting we were looking around and we

discovered this mexican consulate i.d. card on the ground here at the scene of last night's deadly fire. we've obscured the identity on the card until we can confirm whether this is a victim in this case. we've also contacted the authority, the san jose fire department is on scene here to collect this card. we're hearing that the san jose department will be here to take a report from us. you can see this is the scene of last night's fire here at coddle road, the northbound onramp onto state route 85. the fire is still smoldering, you can still see caution tape and evidence of a small camp site. firefighters were called to the scene shortly after 9:00 to put out a fire along the road. that's when they made their grim discovery. investigators found the badly burned body in the camp site. >> it appears the person lives here in the area. he's located between the freeway onramp to 85 and the

san wa. >> >> reporter: we discovered this i.d. card. san jose fire is here to collect the card to try to determine if this was, in fact, the victim of the fire. we're also hearing that san jose police will be out to take a report about how we found this card to see if they can connect this. we're live in san jose, christian calfton, ktvu channel 2 news. thank you. :09. want to check -- 7:09. want to check in with sal for an update on the traffic. >> yeah, this morning, we do have traffic at the toll plaza, tori. that's moving along relatively well. if you look at it, it's backed up. but it's not as bad as it was yesterday when we had 35 up to 40-minute delays. things are getting better on this third day of people being back from spring break. i think that people are adjusting their schedules. it's more like a 15 to 20-

40s, 50s, 60s on the low. not as windy. sunny, nice, cooler tomorrow. 7:a. that storm -- 7:15. that storm we had in the bay area it's moving east. look at these pictures in wyoming between 6 and 20 inches of snow shut down miles of highways. the storm also dumped snow on the dakotas. in fafact, the mayor of sioux fall, south dakota told everybody to stay off the road. yesterday, colorado had two possible tornadoes. they also had 6 inches of snow and a lot of flights were canceled. we have overnight video to show you right now of the parents from florida who

allegedly kidnapped their two children and fled to havana, cuba. here's video of joshua and sharon haiken being looked into a florida jail. they face kidnapping, child neglect and one count of burglary. the couple who lost their parental rights when the father was arrested for drug possession, kidnapped their sons were their grandparents in florida and then fled to cuba. >> we're looking forward to getting them in our arms and hugging them and being with them and getting them home. >> officials say the children will be reunited with their maternal grandparents very soon. back here at home, a 7-year- old boy who was shot in antioch last month at a family barbecue, he's out of the hospital and is expected to make a full recovery. the boy as at who -- was at a home when someone fired shots

in the backyard. police think they came from an area of the g street overcrossing. investigators say someone at the barbecue was probably targeted and this was gang- related. in less than an hour, president obama will officially unveil his proposed budget for 2014. but instead of moving congress near a grand bargain, his proposal so far managed to anger both republicans who are upset by higher taxes and democrats who are upset with reductions to social security benefits. ktvu's kyla campbell reports from our washington, d.c. newsroom now with more on the white house's response. good morning, kyla. >> reporter: senior white house officials say they anticipated frustration with this new tax revenue but say the president's proposal is not a starting point. it's a sticking point. here are some of the highlights. the president is vowing to reduce the deficit by $4.3 trillion over the next decade. republicans are fired up over the $550 billion he's proposing

in new text revenue. president obama says an upfront investment in infrastructure upgrades will put people back to work. senior officials say this is a balanced approach. but democrats don't want any cuts to social security and republicans aren't willing to increase tax revenue. so there could be no deal. what does that mean? likely that congress stays on the path of continuing resolution. they vote on temporary extensions of current government spending without coming up with a long-term deal. when i see you next hour, the latest from president obama at his press conference on his budget proposal. live in washington, kyla campbell, ktvu channel 2 news. 7:18. the governor's project proposal would restore wild habitat. the plan calls for two 35-mile underground tunnels to transport the water. at last night's city council

meeting in antioch, city leaders said people should expect higher water rates because of the project. this could also mean highway detours. new interchanges would be built on highways 4 and 12. 7:18. san francisco airport workers who ride b.a.r.t. back and forth to work, they may soon get another break on their b.a.r.t. fares. they will consider waving the airport surcharge fee for sfo employees. they already pay a discount. all right. 7:19. well, the big warmup begins today. meteorologist steve paulson will tell us about some toasty temperatures in the bay area today. a crackdown on swatting. the bill that just passed a

7:22. alec baldwin could be the new face of late-night television. he's said to be in talks to join nbc's late-night lineup. baldwin just ended his run on "30 rock." since then he's been interviewing a variety of well- known guests doing a pod series. this comes after jimmy fallen is slated to replace jay leno on "the tonight show." and tense moments with lindsay lohan on the david letterman show. she wanted to promote her new projects. but letterman grilled her about her drug problems and her next

false and it wasn't the first time. >> just last week we had rihanna, justin timberlake and sean combs' homes were all swatted within a 72-hour period. >> police say the coast guard has been sent out on a swatting california. the california bill would make the swatters or if it turns out they are underage pay for the cost of the police response. l.a. police say one call could end up costing about $10,000. tonight, california will have its first official powerball drawing. monday morning, the two-dollar tickets went on sale. sales brought in a record- setting $3.1 million in the first 24 hours. the game requires players to match up up to six numbers. the odds of hitting the jackpot in each game are about 1 in 175 million. well, today is the 135th anniversary of the california

cable car line. on april 10th, 1878, the first california street cable car went into service. it's the oldest cable car like in operation. this morning, union bank is recognizing the anniversary by giving away free cable car tickets and coffee. there will also be a bell ringing contest at the cable car stop on california street. ever ridden in the cable car? >> yes. >> i have just once. >> i want the coffee, too. the weather has improved a lot but storm cleanup continues in parts of san francisco hit with a high -- hit with high winds. powerful gusts brought down giant trees like the one behind ktvu channel 2 reporter alex savidge. alex, i saw you tweeted that you tried to help move the tree but didn't have much luck. >> reporter: that tree is heavy. that's a big one right there. take a look at it. essentially what happened is, there are two parts to it. it split off in two directions and yeah, it's gonna take some professionals to get this tree to budge at all. this is right on sunset boulevard near sloat. of course, this came toppling down in that fierce wind storm we had earlier on this week. i talked just a short time ago with a spokeswoman with the department of public works here

in san francisco. she tells me today crews will be out in force trying to clear trees like this one. they bring in the professionals. they have to cut this thing up. it takes quite a bit of time. across the street, 90 street trees toppled from the wind and one neighbor says he thinks it may take a while before the trees get cleaned up. >> well, the way things are right now, it doesn't affect the -- who knows? >> reporter: check out the damage, meantime, done at this baseball field at parkside square. this is 28th avenue and vicente street. that's where a huge tree toppled by the powerful winds crushed the backstop at the baseball field and a major repair job will have to be done there. a portion of the great highway is still shut down because of all of the sand that's blown from the beach right up up the

roadway. the workers are trying to remove the piles of sand. there's no word when the highway may reopen. the spokeswoman for the public works department told me this morning that the city should have all of these downed trees cleared she opens by the -- hopes by the end. week. you see this uprooted tree that was just toppled over in this wind storm but actually knocked down a second tree as well. the city hopes to have efpry tree that came down by the end of the week. in case you are wondering what will be done. they will be chipped and recycled. live this morning in san francisco, alex savidge, ktvu channel 2 news. 7:32. new this morning, a key group of u.s. senators has reached a compromise on gun control. vice president joe biden says it's about time. >> the public is so far beyond where the congress is.

so far ahead. >> in less than an hour from right now, democratic senator joe manchin and pat toomey will announced they've reached a deal on expanding background checks. now, that announcement comes after president obama flew family members from newtown, connecticut to capitol hill on air force one. they were there to lobby lawmakers on passing gun control. >> later this morning, first lady, michelle obama, will be speaking about gun violence. she will be in chicago talking at a high school. first she'll aattend -- attend a youth meeting, one hosted by juan emanuel and then she will head to harper high school. in the past year, 29 current or former high school students have been shot. eight of them have died. time is now, 7:33. authorities in southern california have now released the 911 call that came from a

couple tied up in a cabin by fugitive former police officer, christopher dorner. ktvu's claudine wong joining us live in the newsroom to tell us more about it and what can be heard on those calls. >> the 911 call lasted for 21 minutes. it was made by karen and jim reynolds after doeferper tied them -- dorner tied them up. karen was able to free herself up enough to get her cell phone and their condo is located right along the command center that was set up. karen reynolds said she believed dorner had been there the entire time. >> you guys were tied up? >> yes. tied up. >> okay. >> how long ago did he leave? 15 minutes to a half-hour. >> now, the couple said they ran into dorner when they came

to the cabin to clean it. he tied them up, held them at gunpoint and stole their truck. dorner is accused of killing four people including two police officers and wounding three other officers in one of the largest manhunts in l.a.p.d. history. hours after that 911 call was made. police cornered dorner, he died as a result of a self-inflicted gunshot wound. back to you. >> thank you. police say a 19-year-old man working to improve his life is the latest victim of gun violence in richmond. we first brought you this news at noon. he was participating in a job training program yesterday morning when he was shot and killed right in front of his father and brother participating in the same program. two other people were injured in the shooting. the victims and about 20 other people were on south 28th

street taking an agility test for the richmond build program. that's when a white suv drove up and a man inside started shooting. >> we weren't even bothering anybody. this guy comes along and gets out his car and he shoots the guy. >> minutes arthe shoot, police -- after the shooting, police found the abandoned suv. police say they don't have a motive for the shootings and no arrests have been made. the streets around the white house are back open after the investigation of a suspicious car. secret service began to investigate the car around 4:00 this morning. that prompted the closure of roads and the entrance to a nearby metrorail station. the area was determined safe and everything is back open. no word whether the secret service is questioning anyone. 7:36. also in washington, a massive rally will take place today in support of immigration reform. some middle school and high school students were berkeley and oakland are out there joining thousands of people at

that rally. each student raised about 1,000 to go to the rally which was organized by the immigrant rights group "by any means necessary." >> america is like the dream country and some people come here expecting to live the dream but they don't make it and they just get put down and they don't have all of the same privileges that all of the people who are born here have. >> the bipartisan gang of 8 senators, they are expected to unveil legislation for comprehensive immigration reform within about a week. there are several events in the bay area today in support of the national day of action for immigration reform. at 11:30 this morning, there will be a rally in oakland. it will be at frank ogawa plaza at 14th and broadway. at 3:00, there will be a march and rally in san francisco. it will start at 1 post street and end at the old federal building at 450 golden gate avenue. at 4:30 this afternoon in san jose, a vigil will be held at sacred heart community service.

that's at 1381 south first street. 7:37. want to get another update from sal on the crash on the san mateo bridge. >> yeah, just after the toll plaza -- or just before it. westbound 92, tori and dave, at the toll plaza. chp has issued a sig-alert which means they think this will be here for a while. the alternate route is the dumbarton bridge or the bay bridge. at this point, i would probably on opt for the bridge. let's take a look at the bay bridge toll plaza. that traffic there is moving along slowly. about a 20-minute delay as you drive through. if you are driving in the south bay, 237 with some slow traffic and conjeflttion -- congestion. 237 at zanker and northbound 101 approaching 280. let's go to steve. still breezy for some. it will be beautiful weather.

avenue where marijuana was being grown. a total of 142 marijuana plants were found and they are worth tens of thousands of dollars. police say they have not ruled out robbery as a motive. this is the 26th homicide in oakland so far this year. a ten-time felon has been charged with murder in connection with the shooting death of a former oakland tribune freelance photographer. police say anthony lister filed the shot that killed an flukier. he was driving home as two men started to shoot at each other at a gas station near mills college of a stay bullet hit flukier and he died at the scene. police are still looking for the second gunman. classes resumed today at a community college in texas where 14 people were injured in a stabbing attack. our reporter is at the school with more on the person who has

been arrested. >> reporter: good morning. 20-year-old dylan quick, a student here at the lone star college campus, has been charged with three counts of aggravated assault with a deadly weapon. investigators say he used a raiser-like snif to -- razor- like sni to stab 140 people -- knife to stab 14 people. students are saying it was over before they could realize what was happening. as many students were running away from the chaos, three students were following dylan quick through the hallways and buildings. they tackled him to the ground and waited for police officers to show up there at the scene. but investigators say that during questioning, they say that dylan quick told investigators that he had visions and dreams of staning people to -- of stabbing people to death since elementary

the house that she ran from is right there. she said her ex-boyfriend had busted through the front door to attack her. you can actually see on doorstep part of the lock and bolts that were ripped right out of the doorframe. police say 23-year-old jimmy bills shot his ex-girlfriend and her mother, then turned the gun on himself. he died on the scene here at the home on the 2500 block of yorkshire drive. it all unfolded about 20 minutes prior to 11:00 last night. witnesses say the victims were airlifted to the hospital suffering nonlife-threatening injuries. the mother was reportedly shot in the stomach. the daughter in the leg. she called 911, then ran next door for help and neighbors say they are simply stunned. >> eight or nine police officers over here. they said somebody got shot. the lady got shot. the guy was probably deceased in the house. she's a nice lady. she has two beautiful boys. that's all i know. that's all i know. >> reporter: witnesses say there were three other children

hackers. an important meeting involves the bolt problem on the new eastern span of the bay bridge begins in 90 minutes. things may be looking up for caltrans as it works to fix this rather troubling problem. brian flores joins us live from treasure island with more on the story. good morning. >> reporter: good morning. we as we take a look at the -- as we take a look at the bridge, caltrans has maintained this issue of the bolts will not maintain the scheduled opening of lane ooh day weekend -- on lane ooh day weekend. caltrans will brief about the latest updates on faulty, huge bolts on the disbridge discovered. 31 bolts snapped when they were installed a few weeks ago. the damaged bolts contained high trojan which can weaken metal pieces. the cost to replace about $1

new information about the burning body that san jose firefighters found last night while they were putting out a fire on a freeway onramp. christien kafton, live in san jose with the details behind how this new development may help the investigation. >> reporter: we have new developments. we found an i.d. here at the scene of this deadly fire from last night. you can see that the caution tape is still up here. there's remnants of the camp site. the i.d. that we found we turned it over to authorities to see if that card will lead them to the person who died here last night. they found a mexican consulate i.d. we've obscured the name and photo on the i.d. until we can get confirmation about whether this was the man who died. firefighters came and collected

investigation in east oakland. the news reports 29-year-old keith harding was shot last night at a home on 85th avenue where marijuana was being grown. reports say 142 marijuana plants were found. the police have not ruled out robbery as a motive yet. this, by the way, was oakland's 26th hles of the year -- 26th homicide of the year. a ten-time felon has been charged with murder in connection with the shooting death of a former oakland tribune freelance photographer, lionel flukier. police say 38-year-old anthony lister fired the shot that killed flukier. he was driving home on seminary avenue just as two men started shooting at each other at a gas station near mills college. he died there at the scene. police are searching for the second gunman. 8:33. we're hearing newly releasedden in calls -- released 911 calls

in the christopher dorner. these are calls from the couple tied up by the former police officer while a massive manhunt in southern california for him was underway. claudine wong joins us live in the newsroom with more on what could be heard in the recordings. >> good morning. this 911 call lasted for 21 minutes t was made by -- minutes. it was made by karen and jim reynolds. the call was considered critical in many ways. this was all back on february 12th. karen said she and her husband came to their cabin to clean it. that's when they walked in on dorner. dorner, a former police officer, had been on the run. and ren knolled said she had been in the cabin the entire time. she was armed with an automatic gun equipped with a silencer, she tied them up, took the keys and left. >> when did he tie you up? >> right before leaving. he tied us up. >> how long ago did he tie you

bipartisan deal on expanding background checks on gun buyers. the proposal calls to expand background checks to all commercial sales. this comes as michelle obama begins to give a speech on preventing youth violence today in chicago. it looks like saturday mail service is here to stay at least for now. the u.s. postal service just announced it is backing down on a plan to end saturday mail delivery this summer as a way to save money. the decision was made after congress passed a spending bill that prevents the postal service from cutting service back to five days a week. despite the decision, the postal service says it still wants to cut saturday mail delivery eventually as a way to save $2 billion a year. speaking at the white house, about 30 minutes ago, president obama said the proposed budget he released just this morning, takes a balanced approach to

plaza. at 3:00, a march starting at one post street and ending at 450 golden gate avenue. at 4:30 p.m. in san jose, a vigil will be held at sacred heart community service at 1381 south first street. 8:49. classes resume today at a community college in texas after a student stabbed 14 people yesterday at that school. authorities say 20-year-old dylan quick told them he had fantasized about stabbing people to death. witnesses say he started attacking people at lone star college in cypress with a raiser-type knife. three students chased the attacker, wrestled him to the ground until police arrived. two of the stabbing victims are still in the hospital in critical condition. back here in the bay area, we have new information now on a triple shooting last night in antioch. ktvu's tara moriarty has been on this since 4:30 this morning. she's back now with the new information just released by antioch police in the past

hour. >> reporter: well, within the past half-hour, the victim's pastor show under here. he's going -- showed up here. and he's comforting some of the children inside the home. you can imagine how traumatized they were. right behind me is the home  where they say that a 23-year- old man broke down the door, part of the lock and bolts were ripped right out of the doorframe. police say jimmy bills of antioch shot his ex, a 22-year- old and her 46-year-old mother, then turned the gun on himself. he died at the scene at the home on the 2500 block of yorkshire drive. this all unfolded at 10:45 last night. witnesses say the victims were airlifted to the hospital suffering nonlife-threatening injuries. the mother was reportedly shot in the stomach, the daughter in the leg. she called 911, then ran next door for help and neighbors say they are simply stunned. >> yeah. we know them very well. really shocking to me. >> did you know the daughter had been having issues with her
